I have wasted my money on a cheap cell that claimed USB output but was only a 5v cell and of course didn't work. To get a USB charge voltage (5 - 5.5v) you need to start with 6v or higher cells or put a voltage booster (reduces amps) into the circuit.
I suggest get a refund and try the Anker panel.
