History of Mt McCall haulage way

One of the short stories in the audio-visual I'll be showing later this year, concerns the Franklin River and the haulage way at McCall Crossing. At Christmas 1979, three friends exited the Franklin at McCall crossing (a planned exit), humping all their rafting and camping gear up the haulage way – a 300m climb, twice! It makes an interesting story and I'd like to know just a little about why the haulage way is there.

1. Was the haulage way put in by loggers?

2. By the HEC for flow measurements?

3. Who put the road in?

4. When?

No worries Guy. Ken Collins' South-West Tasmania (1990) may have something too, if just great maps with plenty of the old routes.
