There is no comparable Tasmanian peak with such deadly exposure as Federation . A simple slip on Frenchman’s or Cradle or any one of the dozens of most popular Abels is unlikely to kill you.
Federation peak needs to be bolted as a minimum. A chain over the crux would be better. I’ll be astounded if the coroner does not recommend this.

The track from the ranger station to Lake Dove is boardwalk all the way and reasonably sheltered. There is no dense bush or steep drop offs near the track where he could have lost his way or fallen. Sunday was a clear sunny day up at Cradle, so no visibility issues and even if there were, you would just turn around and follow the boardwalk back. Also, you can see the road (and therefore the buses) in a number of areas and there is a path up to the Snake Hill bus stop.

Possibly dropped his pack and went on Dove Canyon circuit maybe?
