CMAs state-wide to cease/alter.

CMAs end at the end of the year and become a new agency with additional functions and a greater agricultural and biosecurity focus. The Hawkesbury Nepean CMA (which now includes all of metropolitan Sydney) will become the Greater Sydney Local Land Services.
