Anyone know about ascending Zebel Gully across from Mount Hay/grose river area?

I assumed that when the road to the picnic area was re-opened to cars that the rest of the low intensity back burnt fire trail would be open to walkers. However in Tasmania - bushwalkers can use their gas stoves during total fire bans.
