Wayno is correct, 1500 metres is where the altitude benefits start to kick in.
I lived at Falls Creek for 5 years and I can assure you all that even the altitude of the village is sufficient for the body to need some time to adapt. I used to love that wonderful "O2" buzz you got when coming down the hill after a month or two.
The fitter you are the less time that will take, I lived in Mt Hagen for a while, the altitude there took a month to adjust to and when you climbed higher I could really feel the effects of the altitude despite being both reasonably fit at the time and altitude adjusted. PNG has some very high mountains indeed, even if most of them are walk-ups

Imagine this, golden arches towering over the trees,hotels, casinos, theme parks,hordes of obese parents with their obese kids driving around looking for hamburgers,fried chicken,slush pops, and we had better put in a heliport to get them there!!
