My hunch is that it will stay closed until the road reopens, which is co-incidentally scheduled for August. I suspect that Parks don't want people overestimating their walking ability, launching out from the O'Reilly end of the Border Track and finding themselves short on time at the Binna Burra end with no easy way out.
About a fortnight ago I found out the hard way (i.e. through lack of planning; cue quick detour to Natural Bridge and boy, hasn't that turned into a theme park

) that the great walk section from Numinbah Valley to Binna Burra is also still closed; officially for 'unstable conditions' but I'd guess that the access restrictions play a part. It may miraculously become more stable in August
According to the Qld Police Officer I spoke to at the border crossing, there is no restriction on walking up from the Numinbah Gate to Bushranger's Cave/Mount Wagawn, but that was never an official walk anyway.
