Shiny side or dull side?

I've got some breathable fabric that has a right side (dull) and a wrong side (shiny). The wrong side has been "calendered" to make it more water resistant and more downproof.
My understanding is that normally the wrong side goes on the inside of what you're sewing. If I were making a quilt the wrong side would be inside the quilt and the right side would be on the outside of the quilt (or against my skin).
But suppose you're making a wind jacket instead. Would the same rule apply or would it make more sense to have the wrong/shiny/calendered side facing out?
