I don't know what it is but it has a lot of stretch and recovery and is tubular
I have white and fluorescent yellow and if anybody wants any for guy line protectors in campgrounds [ what I'm going to use it for] to prevent UV degradation of nylon or polyester cord let me know, especially if you want to share postage
