Short answer is no. I don't think these would be comfortable at -7c (without help).
Most people would be happy into the minuses but how far will be purely a personal situation.
That said, we've used them for mixed groups in winter and they will (generally) reach their rating by adding combinations of insulated jacket, pants, socks or booties... for most people. But then, while it's manageable, -7c is not common here in Tassie, and to get a warmer rating that will cover (almost) anyone at that temperature could require a heavy /bulky -18c bag (we did try -18c, still with occasional coldies)
Marmot are one of the better ones and you can get a good idea of expected weights of down compared to ratings from the EN tested bags on their site.
It may help to know exactly what '-4c' quit you have?, to advise what you could expect from these bags.
I actually have a few of each left (men's /women's).. so should have stock for a while.
