Thanks eggs. Reminds me of the very first time I drove on US roads. Exactly the same conditions and time of year.
I had to drive on icy roads in a 2WD vehicle with no snow chains, and eventually through a blizzard. Terrifying.
Hire car depot told us the weather is good and nothing to worry about. Couldn't have been more wrong.

Staying in the USA. but somewhere warmer. Where did we have this mini adventure?

The only reference to Atlantis submarines I could find was in Cozumel, Mexico....

A long way from Mexico, Last. Might have to tweak your search, I found it easily.
There is a one word clue, of sorts, in the line above the photo that may or may not help.
