I always take and wear waterproof pants but I mostly hike in winter. I just got tired of quick dry pants that didn't dry quick. Basically I wear my base layer and waterproof pants and shell jacket and this is enough for me in winter. Doing it this way means I don't have to stop, take off my pack, find my shell and waterproof pants, put them on, do up my pack, put it back on all in the rain. I also always have my rain cover on my pack all the time.
I reckon if your hiking in Tas, you've got to expect the unexpected rain/sleet/snow. Even if the forecast says its going to be sunny
