I don't know about a fee, but you do need to get permission from the Tasmanian Aboriginal Council to go in via Gowan Brae or any other part of trawtha makuminya.
Foot access via Roscarborough Rd is fine but be aware that there are frequently deer shooters operating in the TLC Five Rivers Reserve. Current signage does not reflect this although they are in the process of getting new signs. I assume the usual licence rules apply, which means no shooting within 100m of the road itself, although wouldn't guarantee it. Same with Buggs Rd, including the caveat about shooters although they are usually not active in the Skullbone area.
Roscarborough Rd is the shortest route and as far as I know the bunker is south of the trawtha makuminya boundary, so no sweat (apart from the shooters).
The only place I've found any sort of info about the bunker is in Greg French's book, Wild Heart of Tasmania, and the location details are a little vague.
Also note that this area is closed until the end of the month for aerial deer shooting.
